TL;DR: UCEPROTECT is a fraudulent spam party. If your VPS' IP address is registered with this party, this has no impact on the functioning of your mail and you can ignore that registration. .
Online tools such as Mxtoolbox check whether your VPS is on a Real-time Blackhole List (RBL) blacklist. If so, that could mean that e-mail you send from your VPS will be marked as spam and will not reach recipients as well.
Recently, the RBL party UCEPROTECT got a new owner. This new owner has completely changed course and decided to put all IP ranges of a number of providers, including TransIP, on a blacklist (Uceprotectlvl 3). They then offer you the option to be removed from that list for a fee.
We see this as fraud and of course we and other parties do not cooperate. No party will therefore take any action on the basis of a registration with UCEPROTECT against e-mail sent from your VPS. You can therefore safely ignore a registration of the IP address of your VPS with UCEPROTECT.
